    There are no restrictions against a company emailing its existing customers or anyone who has inquired about its products or services, even if these individuals have not given permission, as these messages are classified as relationship messages under CAN-SPAM. CPM is the price for sending a thousand email messages.A CPM rate is often combined with other pricing forms like license fees or hourly rates for creative services and consultancy. CPM also can be referred to as cost per thousand (CPT).

    Illegal and ill advised care two different things but when it comes to email marketing i would suggest not spamming people if its not technically illegal. You will get horrible results on sending emails that are unsolicited. Not to mention you will get banned from sites like Mailchimp for spamming. So my advice would be to spend the extra time and collect the emails appropriately. If you happen to buy a list i would call the company and verify if its okay to send them a promotional email. This way you now have their permission. I understand this takes longer but to get a list that produces well you are going to have the spend the time.
