In my opinion, The easiest code to build a website is PHP. It is very easy to understand and learn.

Are you a tech person? Personally, I am not. With that in mind, I prefer using a drag&drop website builder , when it comes to web design. No programming knowledge required at all.

I prefer using some CMS. It is very easy to build a website with the help of Website Builder MotoCMS, for example. I can recommend you to try it out too, as it is really one of the best tools for it, from my point of view. You don't have to code anything if you don't need it.
